tl;dr: The default data collection is updated every 6 hours. Use the metadata index to see if a new release is available.
OpenSanctions data is updated in two phases: first, each data source is updated in a regular cadence, and shortly thereafter, a data aggregation process will combine the data included in many sources into updated data collections.
Sanctions data lists are updated several times a day (often every 2-3 hours), but most other data sources (e.g. PEPs and regulatory watchlists) are updated daily or weekly.
You can also see a dashboard of the errors or warnings each dataset has produced while being last updated.
For data sources that require screen scraping rather than publishing structured data, a HTTP response cache with a maximum age of 14 days is used to avoid running into rate limiting errors.
OpenSanctions is free for non-commercial users. Businesses must acquire a data license to use the dataset.
