The Department of Information Technologies of the City of Moscow develops and uses the facial recognition system in Moscow. It transmits data from the facial recognition system to the law enforcement units of the Main Directorate of Internal Affairs of the City of Moscow. The Main Directorate of Internal Affairs of the City of Moscow employed the facial recognition system in Moscow as a tool of repression. It used it to monitor and arbitrarily detain independent journalists and opposition activists who participated in peaceful protests in support of Alexei Navalny, against corruption of the government of Russia and in opposition to Russia’s invasion of Ukraine. The facial recognition system was also used by the Main Directorate of Internal Affairs of the City of Moscow to track down and detain draftees seeking to evade mobilisation for Russia’s war of aggression against Ukraine. Therefore, the Department of Information Technologies of the City of Moscow is responsible for serious human rights violations in Russia, including arbitrary arrests or detentions, and violations or abuses of freedom of peaceful assembly and of association.

La direction principale des affaires intérieures de la ville de Moscou a utilisé le système de reconnaissance faciale de Moscou comme outil de répression. Elle l’a utilisé pour surveiller et arbitrairement placer en détention des journalistes indépendants et des militants de l’opposition qui ont participé à des manifestations pacifiques en soutien à Alexeï Navalny, contre la corruption du gouvernement russe et contre l’invasion de l’Ukraine par la Russie. Le système de reconnaissance faciale a également été utilisé par la direction principale des affaires intérieures de la ville de Moscou pour retrouver et placer en détention des conscrits cherchant à se soustraire à la mobilisation en vue de la guerre d’agression menée par la Russie contre l’Ukraine. Par conséquent, le département des technologies de l’information de la ville de Moscou est responsable de graves violations des droits de l’homme en Russie, y compris d’arrestations ou de détentions arbitraires, ainsi que de violations de la liberté de réunion pacifique et d’association ou d’atteintes à cette liberté.
