In the position of prosecutor at the Minsk Municipal Court, Raman Biziuk has represented the Lukashenka regime in numerous politically-motivated cases, in particular against Marfa Rabkova and Andrei Chapiuk, who receiving exceptionally lengthy verdicts of 15 and six years in prison, respectively, and their eight co-defendants who received prison verdicts of between five and 17 years. Marfa Rabkova was imprisoned on politically-motivated charges of ‘training people to participate in mass riots or financing such activities’ for coordinating the volunteer service at the internationally recognized human rights group Viasna and organising the monitoring of the election in Aug 2020. She also documented cases of torture and other ill-treatment against detained protesters. Marfa Rabkova was one of the first members of Viasna to be targeted by the authorities with politically-motivated criminal charges after the protests in Aug 2020. Andrei Chapiuk was charged for participation in a criminal organisation and the incitement of hatred, among other things, for his engagement in Viasna as a volunteer. Their trial was held behind closed doors by request of prosecutor Raman Biziuk and approval by judge Siarhei Khrypach due to the alleged existence of ‘materials of extremist nature’ in the case. Raman Biziuk is also responsible for the politically-motivated prosecution against the co-defendants in the same trial, namely Akihiro Haeuski-Hanada, Alyaksandr Frantaskevich, Alykaksei Galauko, Alyaksandr Kazlyanka, Pavel Shpteny, Mikita Dranets, Andrei Marach and Daniil Chul. He is also responsible for the politically-motivated charges against Andrei Linnik and Anton Bialenski as well as against Dzmitry Kanapelka, Vitalii Kavalenka, Tsimur Pipiya, Dzianis Boltuts, Vital Shyshlou and Emil Huseinau. Raman Biziuk is therefore responsible for serious violations of human rights, the repression of civil society and democratic opposition, and activities that seriously undermine democracy or the rule of law in Belarus.

En sa qualité de procureur au tribunal de la ville de Minsk, Raman Biziuk a représenté le régime de Loukachenka dans de nombreuses affaires à motivation politique, en particulier contre Marfa Rabkova et Andrei Chapiuk, qui se sont vu infliger des peines exceptionnellement longues de quinze ans et de six ans de prison, respectivement, et leurs huit coaccusés, qui ont été condamnés à des peines d’emprisonnement comprises entre cinq et dix-sept ans. Marfa Rabkova a été emprisonnée sur la base d’accusations à motivation politique d’“entraînement de personnes à participer à des émeutes de masse ou de financement de telles activités” en vue de coordonner le service volontaire au sein du groupe de défense des droits de l’homme internationalement reconnu Viasna et d’organiser le suivi de l’élection en août 2020. Elle a également documenté des cas de torture et d’autres mauvais traitements contre des manifestants détenus. Marfa Rabkova est l’un des premiers membres de Viasna à avoir été la cible des poursuites pénales à motivation politique engagées par les autorités après les manifestations de 2020. Andrei Chapiuk a été accusé entre autres de participation à une organisation criminelle et d’incitation à la haine, en raison de son engagement au sein de Viasna en tant que volontaire. Leur procès s’est tenu à huis clos, à la demande du procureur Raman Biziuk et avec l’approbation du juge Siarhei Khrypach, en raison de la prétendue existence de “matériels de nature extrémiste” en l’espèce. Raman Biziuk est également responsable des poursuites à motivation politique engagées contre les coaccusés dans le même procès, à savoir Akihiro Haeuski-Hanada, Alyaksandr Frantaskevich, Alykaksei Galauko, Alyaksandr Kazlyanka, Pavel Shpteny, Mikita Dranets, Andrei Marach et Daniil Chul. Il est également responsable des accusations à motivation politique visant Andrei Linnik et Anton Bialenski ainsi que Dzmitry Kanapelka, Vitalii Kavalenka, Tsimur Pipiya, Dzianis Boltuts, Vital Shyshlou et Emil Huseinau. Raman Biziuk est donc responsable de violations graves des droits de l’homme, de la répression de la société civile et de l’opposition démocratique, et d’activités nuisant gravement à la démocratie ou à l’état de droit en Biélorussie
