Muhammad Jaber, and his brother Ayman, were reported in 2017 to have secured the exclusive rights to import foreign tobacco. He also has exclusive ownership of industrial vessels producing cigarettes and selling it on the internatioanl black market and in Syria. In other words, he imports and sells his own product. Part of his profits are used as the salaries of fighters in the Desert Hawks militia operating in Syria. US sanctions were imposed on Muhammad Jaber on 11 December 2012. He is under EU sanctions since 23 August 2011
