Major General Ni Lin Aung has been working in the Eastern Central Command since August 2022. He is the former Commander of the Eastern Command of the Myanmar Armed Forces (Tatmadaw). Part of the jurisdiction of the Eastern Command is the State of Kayah. In an attack on 24 December 2021 near Moso village in Phruso township, Karenni (Kayah) State, at least 35 persons were killed, among them civilians, children and two humanitarian aid workers of the NGO Save the Children. The Tatmadaw is held responsible for the attack. In his position as Commander of the Eastern Command, Major (formerly Brigadier) General Ni Lin Aung directly commanded the units in the State of Kayah, including those responsible for that massacre. On 21 July 2023, Major General Ni Lin Aung was appointed Deputy Minister for Home Affairs and given the joint responsibility of Police Chief. As a Deputy Minister, he forms part of the military regime which has seized power in a military coup and overthrown the legitimately elected leaders of Myanmar/Burma. Major General Ni Lin Aung is therefore responsible for undermining democracy and the rule of law in Myanmar/Burma and for serious human rights violations and engaging in actions that threaten the peace, security and stability of Myanmar/Burma.

Le général de division Ni Lin Aung travaille dans le commandement Centre-Est depuis août 2022. Il est l’ancien commandant du commandement Est des forces armées du Myanmar/de la Birmanie (Tatmadaw). L’État kayah fait partie du ressort du commandement Est. Lors d’une attaque perpétrée le 24 décembre 2021 près du village de Moso, dans le canton de Phruso, dans l’État karenni (kayah), au moins 35 personnes ont été tuées, parmi lesquelles des civils, des enfants et deux travailleurs humanitaires de l’ONG Save the Children. La Tatmadaw est tenue responsable de cette attaque. En tant que commandant du commandement Est, le général de division (anciennement général de brigade) Ni Lin Aung commandait directement les unités qui opèrent dans l’État kayah, y compris celles tenues responsables de ce massacre. Le 21 juillet 2023, le général de division Ni Lin Aung a été nommé vice-ministre de l’intérieur et s’est vu confier conjointement les fonctions de chef de la police. En sa qualité de vice-ministre, il fait partie du régime militaire qui a pris le pouvoir dans le cadre d’un coup d’État militaire et renversé les dirigeants légitimement élus du Myanmar/de la Birmanie. Par conséquent, le général de division Ni Lin Aung est responsable de porter atteinte à la démocratie et à l’État de droit au Myanmar/en Birmanie et de graves violations des droits de l’homme, ainsi que de participer à des actions qui menacent la paix, la sécurité et la stabilité au Myanmar/en Birmanie.
