Osman Mohamed Hamid is a Major General in the Rapid Support Forces (RSF) and the Head of Operations of the RSF. He has therefore been in charge of the operations carried out by the RSF since the outbreak of the conflict between the Sudanese Armed Forces (SAF), the RSF and their allied armed groups, on 15 April 2023, as notably underscored by his presence on the battlefield in Jebel Aulia in November 2023. Osman Mohamed Hamid therefore holds a command responsibility in the continuation of fighting by the RSF and in the violations of international human rights law and of international humanitarian law committed by the RSF. He is responsible for large-scale attacks based on intersecting ethnicity and gender grounds, killings, torture, widespread sexual and gender-based violence, rape, sexual slavery, abduction, the recruitment and use of children in hostilities, and the obstruction of access to humanitarian aid for civilians in need. Osman Mohamed Hamid has therefore been directly involved in the perpetration by the RSF of acts that threaten the peace, stability and security of Sudan. He is also responsible for actions that constitute serious human rights violations and violations of international humanitarian law, and actions that directly undermine efforts to resume the political transition in Sudan.

Il est donc responsable des opérations menées par les FSR depuis le début du conflit entre les forces armées soudanaises (FAS), les FSR et leurs groupes armés alliés, le 15 avril 2023, comme l'a notamment mis en évidence sa présence sur le champ de bataille à Djebel Aulia en novembre 2023. Osman Mohamed Hamid porte donc une responsabilité, en termes de commandement, en ce qui concerne la poursuite des combats menés par les FSR et les violations du droit international relatif aux droits de l'homme et du droit international humanitaire commises par les FSR. Il est responsable d'attaques à grande échelle fondées sur des motifs ethniques et sexistes convergents, d'assassinats, d'actes de torture, de violences sexuelles et sexistes généralisées, de viols, d'esclavage sexuel, d'enlèvements et de recrutements et d'utilisation d'enfants dans les hostilités et d'obstruction à l'accès à l'aide humanitaire pour les civils dans le besoin. Osman Mohamed Hamid a donc été directement impliqué dans la perpétration, par les FSR, d'actes qui menacent la paix, la stabilité et la sécurité au Soudan. Il est également responsable d'actions qui constituent de graves violations des droits de l'homme et du droit international humanitaire, ainsi que d'actions qui compromettent directement les efforts visant à relancer la transition politique au Soudan.
