Mikhail Hryb was Head of the Department of Internal Affairs in the Vitebsk Regional Executive Committee from Mar 2019 to Oct 2020, afterwards being appointed Head of the Main Department of Internal Affairs of the Minsk city Executive Committee and assigned the title of major general of militia (police forces). In this capacity, he is responsible for the actions of police forces, respectively in the Vitebsk region until Oct 2020 and in Minsk since after Oct 2020, including violent repression of peaceful protesters and breaches of right to peaceful assembly and free speech, committed by police forces in Vitebsk and Minsk, in the aftermath of the 2020 Belarussian presidential elections. He is therefore responsible for serious violations of human rights and the repression of civil society and democratic opposition.

Mikhaïl Hryb a été chef de la direction principale des affaires intérieures du comité exécutif de la voblast de Viciebsk de mars 2019 à octobre 2020, avant d’être nommé chef de la direction principale des affaires intérieures du comité exécutif de la ville de Minsk et de recevoir le titre de général de division de la milice (forces de police).À ce titre, il est responsable des actes des forces de police, dans la voblast de Viciebsk jusqu’à octobre 2020, et à Minsk depuis lors, notamment de la violente répression de manifestants pacifiques et de violations du droit du réunion pacifique et de la liberté d’expression, qui ont été commises par les forces de police à Viciebsk et à Minsk à la suite de l’élection présidentielle de 2020. Il est donc responsable de graves violations des droits de l’homme ainsi que de la répression de la société civile et de l’opposition démocratique.
