Major General Zin Min Htet was the Deputy Minister for Home Affairs and Chief of the Myanmar Police Force. He was directly involved in and responsible for decision making concerning the Yangon region. Zin Min Htet replaced his predecessor Than Hlaing on 2 May 2022, as Chief of the Myanmar Police Force. Previously he was the military’s Joint Adjutant General (2019-2022). He also served as head of the Defence Services Computer and Technological University. Since 21 July 2023, he is Deputy Minister for Sports and Youth Affairs. As former Deputy Minister for Home Affairs and former Chief of the Myanmar Police Force, and as Deputy Minister for Sports and Youth Affairs since 2023, he forms part of the military regime which has seized power in a military coup and overthrown the legitimately elected leaders of Myanmar/Burma and is therefore a natural person whose actions, policies or activities undermine democracy or the rule of law in Myanmar/Burma, or who engages in, or provides support for, actions that threaten the peace, security or stability of Myanmar/Burma. Additionally, police forces acting under his authority have committed serious human rights violations, restricting freedom of assembly and of expression, arbitrary arrests and detention of opposition leaders and opponents of the coup. Zin Min Htet is therefore responsible for serious human rights violations.

Le général de division Zin Min Htet était vice-ministre de l’intérieur et chef des forces de police du Myanmar/de la Birmanie. Il a directement participé à la prise de décisions concernant la région de Yangon et en porte la responsabilité. Zin Min Htet a remplacé son prédécesseur, Than Hlaing, le 2 mai 2022, en tant que chef des forces de police du Myanmar/de la Birmanie. Auparavant, il a été adjudant général interarmées de l’armée (2019-2022). Il a également été chef de l’université informatique et technologique en matière de services de défense. Depuis le 21 juillet 2023, il est vice-ministre des sports et de la jeunesse. En tant qu’ancien vice-ministre de l’intérieur et ancien chef des forces de police du Myanmar/de la Birmanie et en tant que vice-ministre des sports et de la jeunesse depuis 2023, il fait partie du régime militaire qui a pris le pouvoir dans le cadre d’un coup d’État militaire et renversé les dirigeants légitimement élus du Myanmar/de la Birmanie, et est donc une personne physique dont les actions, les politiques ou les activités compromettent la démocratie ou l’État de droit au Myanmar/en Birmanie, ou qui mène ou soutient des actions qui menacent la paix, la sécurité ou la stabilité au Myanmar/en Birmanie. En outre, les forces de police opérant sous son autorité ont commis de graves violations des droits de l’homme, en limitant la liberté de réunion et d’expression, en procédant à des arrestations arbitraires et en détenant des dirigeants de l’opposition et des opposants au coup d’État. Zin Min Htet est donc responsable de graves violations des droits de l’homme.
