Le 23 février 2014, M. CHALIY est devenu “maire du peuple de Sébastopol” par acclamation populaire, “élection” qu'il a acceptée. Il a mené une campagne active afin que Sébastopol devienne une entité distincte de la Fédération de Russie à la suite du référendum du 16 mars 2014.
