Former so-called ‘head’ of the Military Intelligence Agency of the ‘People’s Republic of Donetsk’ and convicted by the District Court of The Hague for the downing of Flight MH17 on 17 November 2022.
Sergey Dubinsky was the Head of Military Intelligence of the so-called “Donetsk’s Peoples Republic (DPR) and took an active part in the separatist movement at an early stage of the armed conflict, having planned and executed the DPR’s offensive which preceded the shooting down of flight MH17. He was found guilty by a Dutch court over the downing of Malaysia Airlines Flight MH17 and the murder of all 298 civilians on board. Sergey Dubinsky is a colonel in the Military Intelligence Service (GRU) reserve, and he is protected by the Russian Government. He is therefore benefitting from the Government of the Russian Federation, responsible for the annexation of Crimea and destabilisation of Ukraine. Furthermore, Sergey Dubinsky is responsible for supporting and implementing actions and policies which undermine and threaten the territorial integrity sovereignty and independence of Ukraine.

Sergey Dubinsky était le chef du renseignement militaire de la soi-disant "République populaire de Donetsk" (RPD) et a participé activement au mouvement séparatiste à un stade précoce du conflit armé, ayant planifié et exécuté l’offensive de la RPD qui a précédé la destruction du vol MH17. Il a été reconnu coupable par un tribunal néerlandais de la destruction de l’appareil du vol MH17 de la Malaysia Airlines et de l’assassinat de toutes les 298 personnes à bord. Sergey Dubinsky est un colonel de la réserve des services de renseignement militaires (GRU) et est protégé par le gouvernement russe. Il tire donc avantage du gouvernement de la Fédération de Russie, qui est responsable de l’annexion de la Crimée et de la déstabilisation de l’Ukraine. Sergey Dubinsky est en outre responsable de soutenir et de mettre en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
