En cette qualité, il était responsable de l’acquisition de ressources financières susceptibles d’être utilisées pour soutenir le programme nucléaire et de missiles balistiques. Le “Bureau 39” était également chargé de contourner les sanctions en achetant des biens par l’intermédiaire des représentations diplomatiques de la RPDC. Représentant de la Commission nationale de défense, organe essentiel pour les questions de défense nationale en RPDC, il a été désigné directeur-général de la State Development Bank (Banque de développement d’État) en mars 2010. Élu en mai 2016 membre suppléant du Comité central du Parti des travailleurs de Corée lors du 7e congrès du Parti.
