Sous sa direction, le groupe des 3 R a continué d'entraver le rétablissement de l'autorité de l'État dans les zones où il opère en imposant des systèmes illégaux de taxation, notamment sur les activités de transhumance et sur les voyages, et est impliqué dans l'exploitation illégale de l'or dans les préfectures de la Mambéré-Kadéï et de la Nana-Mambéré. En 2019, sous sa direction, le groupe des 3 R a commis ses premières violations de l'Accord de paix. Bi Sidi Souleman a refusé dans un premier temps d'entamer le désarmement et la démobilisation des combattants du groupe des 3 R censés faire partie de la première unité spéciale mixte de sécurité dans l'ouest de la République centrafricaine. Le groupe a également continué à étendre son contrôle sur des territoires, forçant la MINUSCA à lancer une opération en septembre 2019 dans les préfectures de l'Ouham-Pendé, de la Nana-Mambéré et de la Mambéré-Kadéï, ainsi qu'à se livrer au trafic d'armes pour renforcer ses capacités militaires et à recruter des combattants étrangers.
