أسسته إيران عام 2013، على شاكلة “حزب الله” اللبناني، تحت إشراف الحرس الثوري الإيراني، من حيث التمويل والتسليح والتوجيه، لا ليكون تشكيلًا عسكريًا وحسب بل ليكون مكونًا سياسيًا وعقائديًا سوريًا محليًا أيضًا، يوالي علنًا المرشد الأعلى في طهران، متجاوزًا الحدود الوطنية، وتقدر عناصر الحزب بحدود 15.000 مسلح، وتمكنت هذه الميليشيا من استقطاب بعض عناصر المصالحات إلى صفوفها، وتتكون من الميليشيات المنتشرة في كل من حلب ودرعا والقنيطرة
