Political Security Directorate

The Political Security Directorate is an intelligence service subordinate to the Ministry of Interior. Since it is the intelligence service of the Ministry of Interior, its Director is affiliated with the Minister of Interior. It has branches in all governorates, which themselves have various departments. Heads of governorates branches are considered principal security officers within their governorates. However, governors are still considered superior in this role. The Directorate comprises two divisions, External and Internal. It is subordinated, administratively and financially, to the Ministry of Interior, but the Minister does not intervene in its professional performance. Conversely, the Directorate supervises and evaluates the performance of the Minister of Interior, his officers and staff, and all police forces. In fact, the Political Security Directorate is considered an independent directorate as it directly reports to the President of the Republic. It closely monitors civilians and penetrates local societies, covering the entire Syrian geography and all society’s segments. Most business and civilian permissions and licenses are obtained from this Directorate, allowing it to collect and store information about civilians. Political Security carries out administrative rather than field activities, which are also highly intelligence-based. Its tasks are entirely internal since it does not perform any external duties as the other intelligence directorates, except for the Department of Foreign and Arab Affairs, which surveils Arabs and foreigners inside the country. The Political Security Directorate is included in the US sanctions list and EU sanctions list, and it was added to the UK sanctions list on 24 August 2011.

يتبع هذا الجهاز الإستخباراتي لوزارة الداخلية وهي مخابرات وزارة الداخلية السورية ويرتبط رئيسها بوزير الداخلية ويعتبر رئيس فرع الأمن السياسي في كل محافظة المسؤول الأمني الأول في تلك المحافظة بعد المحافظ. تقسم الإدارة لقسمين هما: خارجية وداخلية. تتبع لوزارة الداخلية إدارياً ومالياً، ولكن ليس له علاقة بأدائها المهني، إذ تُشرف وتقيم أداء وزير الداخلية وضباطه وعناصره وكافة الوحدات الشرطية، أي أنها عملياً تعد إدارة مستقلة حيث تتمتع بتواصل مباشرة مع رئيس الجمهورية. وهي أكثر الأجهزة الأمنية تغلغلاً في المجتمع واحتكاكاً بالمدنيين وانتشاراً بين المواطنين وتغطيةً لكامل القطر وشرائح المجتمع. وتتطلب الكثير من معاملات المواطنين أو طلبات ترخيص الأعمال والمنشآت موافقة شعبة الأمن السياسي التي تعتبر خزان المعلومات لدى النظام عن المواطنين المدنيين. تعتبر الشعبة جهازاً إدارياً أكثر منه ميدانياً، ودورها الإداري استخباري بشكل كبير. وتُعتبر مهام هذا الجهاز داخلية بالكامل حيث لا يمارس أي نشاط خارجي كما تمارسه الأجهزة الأخرى باستثناء فرع الشؤون العربية والأجنبية الذي يراقب العرب والأجانب داخل القطر. مدرجة في قوائم العقوبات الأمريكية. مدرجة في قوائم العقوبات الأوروبية شملتها العقوبات البريطانية في 24/08/2011
