هو مكتب حزب البعث وينسق عمل وكالات الاستخبارات السورية ويسدي المشورة إلى الأمين القطري لحزب البعث بشار الأسد. على أن وكالات الاستخبارات الفردية تتمتع بدرجة كبيرة من الاستقلالية في الممارسة العملية. حل محل مكتب الأمن القومي سابقاً بموجب المرسوم الرئاسي رقم 36 لعام 2012 والذي أتى بعيد تفجير مكتب "خلية الأزمة في مبنى الأمن القومي" في ذات العام والتي كانت تشرف على تطبيق الخطة الأمنية لمواجهة الحراك الثوري، أنيطت بمكتب الأمن الوطني "مهمات رسم السياسات الأمنية في سورية". بعد المرسوم الرئاسي لعام 2012 أضحى مكتب الأمن الوطني تابعاً للرئيس مباشرة كما تحول إبان استلام مملوك له (الذي عزل في ٢٠١٩) من حالة التنسيق بين الأجهزة الأمنية ورفع تقارير دورية عامة وملخصات عن تقارير الأجهزة إلى حالة أكثر قيادية وتوجيهية. مدرجة في قوائم العقوبات الأمريكية. مدرجة في قوائم العقوبات الأوروبية شملته العقوبات البريطانية في 26/06/2012

The National Security Bureau is the office of the Baath Party. It coordinates the work of Syria’s intelligence agencies and advises the Baath Party’s Regional Secretary, Bashar al-Assad. However, the individual intelligence agencies enjoy a significant degree of independence in practice. The Bureau has replaced the former National Security Bureau in conformity with Presidential Decree No. 36 of 2012, which was issued shortly after the bombing of the office of the so-called "Crisis Cell" in the National Security headquarters. The Crisis Cell had overseen the implementation of the security plan to counter the revolutionary movement. Consequently, the National Security Bureau was charged with formulating security policies in Syria. Following the Presidential Decree of 2012, the National Security Bureau was brought directly under the President. During the tenure of Mamlouk as Head of the Bureau (dismissed in 2019), the Bureau assumed roles beyond coordinating, periodically reporting or briefing. It began to guide and command security services directly. The National Security Bureau is US-sanctioned and EU-sanctioned, in addition to being added to the UK sanctions list on 26 June 2012.
