He is therefore responsible for supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. Vladimir Bulavin is the former Head of the Federal Customs Service of the Russian Federation and the Chairman of the Federation Council Committee on Defence and Security. As the Chairman of the Federation Council Committee on Defence and Security, Vladimir Bulavin heads the Committee responsible for legal support of Russian defence politics. In his role as Head of the Federal Customs Service, Vladimir Bulavin supervised efforts to secure parallel imports into Russia in order to undermine trade and customs restrictions and authorised the opening of offices and the exercise of direct authority over customs processes in the illegally annexed territories of Donetsk, Luhansk, Kherson and Zaporizhzhia, and the imposition of Russia’s customs code on those territories.

Vladimir Bulavin est l’ancien chef du service fédéral des douanes de la Fédération de Russie et le président de la commission de la défense et de la sécurité du Conseil de la Fédération. En tant que président de la commission de la défense et de la sécurité du Conseil de la Fédération, Vladimir Bulavin dirige la commission chargée du soutien juridique à la politique de défense russe. En sa qualité de chef du service fédéral des douanes, Vladimir Bulavin a supervisé les efforts visant à assurer des importations parallèles en Russie afin de faire échec aux restrictions commerciales et douanières, et a autorisé l’ouverture des bureaux et l’exercice d’une autorité directe sur les procédures douanières dans les territoires illégalement annexés de Donetsk, Louhansk, Kherson et Zaporijjia et à imposer le code des douanes russe à ces territoires. Il est donc responsable de soutenir et de mettre en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
