On 4 April 2022, the State Duma announced his appointment as one of the coordinators of inter parliamentary groups of the Duma on interaction with the parliaments of the Donetsk and Luhansk People’s Republics
He supported the annexation of Crimea and admitted that Russian Cossacks were actively engaged in the Ukrainian conflict on the side of the Moscow-backed separatists. On 20 March 2014 he voted in favour of the draft Federal Constitutional Law “On the acceptance into the Russian Federation of the ‘Republic of Crimea’ and the formation within the Russian Federation of new federal subjects – the ‘Republic of Crimea’ and the City of Federal Status Sevastopol”. Former chairman (“ataman”) of the Union of the Russian and Foreign Cossack Forces. Member of the State Duma since its fifth convocation from 2 December 2007 on. Currently, he is the First Deputy Chairman of the Duma Committee for CIS affairs, Eurasian integration and relations with compatriots. On 1 September 2023, he was appointed Chairman of the Board of the Center for Military Sports Training and Patriotic Education of Youth (“Warrior”). In February 2022, he sponsored a draft resolution submitted by the United Russia political party to appeal to the President of Russia on the need to recognise the so-called Donetsk People’s Republic and the so-called Luhansk People’s Republic. On 4 April 2022, the State Duma announced his appointment as one of the coordinators of inter parliamentary groups of the Duma on interaction with the parliaments of the so-called Donetsk and Luhansk People’s Republics. On 3 October 2022, he voted in favour of the ratification of treaties and adoption of laws on accession of the so-called Donetsk and Luhansk People’s Republics and of the Kherson and Zaporozhizhia regions to the Russian Federation. He therefore supports actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.

Ancien président ("ataman") de l’Union des forces cosaques russes et étrangères. Membre de la Douma d’État depuis sa cinquième convocation du 2 décembre 2007. Actuellement, il est le premier vice-président de la commission de la Douma pour les affaires de la CEI, l’intégration eurasienne et les relations avec les Russes de l’étranger. Le 1er septembre 2023, il a été nommé président du conseil d’administration du Centre de formation aux sports militaires et d’éducation patriotique de la jeunesse ("Warrior"). Il a soutenu l’annexion de la Crimée et reconnu que les cosaques russes participaient activement au conflit ukrainien du côté des séparatistes soutenus par Moscou. Le 20 mars 2014, il a voté en faveur du projet de loi constitutionnelle fédérale "sur l’adhésion de la "République de Crimée" à la Fédération de Russie et sur la formation dans la Fédération de Russie de deux nouvelles entités fédérales — la "République de Crimée" et la ville fédérale de Sébastopol". En février 2022, il a parrainé un projet de résolution du parti politique "Russie unie" visant à appeler l’attention du président de la Russie sur la nécessité de reconnaître la soi-disant République populaire de Donetsk et la soi-disant République populaire de Louhansk. Le 4 avril 2022, la Douma d’État a annoncé sa nomination en tant que l’un des coordinateurs des groupes interparlementaires de la Douma sur l’interaction avec les parlements des soi-disant républiques populaires de Donetsk et de Louhansk. Le 3 octobre 2022, il a voté en faveur de la ratification des traités et de l’adoption de lois sur l’adhésion des soi-disant républiques populaires de Donetsk et de Louhansk et des régions de Kherson et de Zaporijjia à la Fédération de Russie. Il soutient donc des actions et des politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
