Member and Deputy Chairman of the State Duma. Former member of the Federation Council of the Russian Federation. Former member of the Committee on Foreign Affairs. He was a prominent member of the “United Russia” political party. He was re-elected to the State Duma in Sep 2021 for the “A Just Russia” party. He is a businessperson with heavy investments in Ukraine and in Crimea. On 20 Mar 2014, he voted in favour of the draft Federal Constitutional Law “on the acceptance into the Russian Federation of the ‘Republic of Crimea’ and the formation within the Russian Federation of new federal subjects – the ‘Republic of Crimea’ and the City of federal status of Sevastopol”. After the merger of the political parties “A Just Russia”, “For Truth” and “Patriots of Russia”, Babakov became the Secretary of the Presidium of the merged entity’s Central Council. As a Member of the State Duma, he ratified the government decisions on the ‘Treaties of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the “Donetsk People’s Republic” and between the Russian Federation and the “Luhansk People’s Republic”’. On 3 Oct 2022 he voted in favour of the bills on the ratification of treaties on accession of the Donetsk and Luhansk “People’s Republics” and the Kherson and Zaporizhizhia regions to the Russian Federation. Thereby, he has actively supported actions and implemented policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, and further destabilised Ukraine.

Le 20 mars 2014, il a voté en faveur du projet de loi constitutionnelle fédérale sur l’adhésion de la “République de Crimée” à la Fédération de Russie et sur la formation dans la Fédération de Russie de deux nouvelles entités fédérales — la “République de Crimée” et la “Ville fédérale de Sébastopol”. Après la fusion des partis politiques “Russie juste”, “Pour la vérité” et “Patriotes de Russie”, Babakov est devenu le secrétaire du présidium du conseil central de l’entité issue de cette fusion. En tant que membre de la Douma d’État, il a ratifié les décisions du gouvernement sur les “traités d’amitié, de coopération et d’assistance mutuelle entre la Fédération de Russie et la ‘République populaire de Donetsk’ et entre la Fédération de Russie et la ‘République populaire de Louhansk’”. Le 3 octobre 2022, il a voté en faveur des projets de loi concernant la ratification des traités sur l’adhésion des “républiques populaires” de Donetsk et de Louhansk et des régions de Kherson et de Zaporijjia à la Fédération de Russie. Il a ainsi activement soutenu des actions et mis en œuvre des politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, et a déstabilisé davantage l’Ukraine.
