Sergei Semyonovich Sobyanine is the mayor of Moscow and has close ties with Vladimir Putin. He was head of the presidential administration from 2005 to 2008 and served as Deputy Prime Minister of Russia from 2008 to 2010 in Vladimir Putin’s Second Cabinet. He is a member of the Security Council. On 1 Mar 2022, Sobyanine warned that all attempts and calls by “provocateurs” to hold street protests in Moscow would be prevented. At the 18 Mar 2022 political rally “for a world without Nazism”, he explicitly expressed support for the “special military operation” in Ukraine. He is therefore supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.

Il a été chef de l'administration présidentielle de 2005 à 2008 et a exercé la fonction de vice-premier ministre de Russie de 2008 à 2010 au sein du deuxième cabinet de Vladimir Poutine. Il est membre du Conseil de sécurité. Le 1er mars 2022, M. Sobyanine a prévenu qu'il serait fait obstacle à toutes les tentatives et à tous les appels des "provocateurs" visant à organiser des manifestations à Moscou. Lors du rassemblement politique du 18 mars 2022 "pour un monde sans nazisme", il a explicitement exprimé son soutien à l'"opération militaire spéciale" en Ukraine. Par conséquent, il soutient ou met en œuvre des actions ou des politiques qui compromettent ou menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine, ou la stabilité ou la sécurité en Ukraine;
